Header & Document Control

• Document number/title follow project numbering; “Instrument Index” clearly stated with unit/area/phase.
• Revision index and purpose (IFR/IFA/IFC/IFD) correct; prepared/checked/approved names and dates completed.
• Project identifiers, ownership and confidentiality classification correct per contract; distribution list updated.
• References listed with numbers & revisions (P&IDs, Loop/Interconnection Drawings, Hook-ups, I/O List, Alarm & Trip Schedule, C&E Matrix, SIF/IPF Register, F&G Zoning, Area Classification, Client Specs).

Scope & Structure

• Scope includes field instruments, gauges, MOV actuators, analyzers, package instruments, F&G devices, local panels; vendor-internal wiring excluded or clearly flagged.
• Required columns present/consistent (e.g., Tag, Service/Description, Unit/Area, Location, Loop No., P&ID Ref, Type/Function per ISA-5.1, System (BPCS/SIS/F&G), I/O Type (AI/AO/DI/DO), Signal, Range/Units, Eng Range, Setpoints, Comm/HART/FF, Hazardous Area, Enclosure/IP, Material/Wetted Parts, Process Conn, Hook-up No., JB/Panel, Terminals, Cable ID, Power/Voltage, Notes/Refs).
• Unique tag convention enforced; duplicates removed; superseded tags cross-referenced in a change log.

Tagging & Numbering

• Tag format matches project/ISA-5.1 convention (function letters, loop numbers, suffixes for elements like TX, TT, TY, Z, MOV, XV, etc.).
• Loop numbers unique per service; loop members correctly grouped (sensors, transmitters, indicators, control elements).
• Tag descriptions concise, consistent with P&ID callouts; service names standardized (no synonyms causing duplicates).

Core Cross-Check (The Critical Section)

• P&ID consistency: every instrument on P&IDs is present; symbols/types/line numbers match; removal of obsolete tags confirmed.
• Loop/Interconnection drawings: loop members and terminal designations align; signal direction and conditioning (isolators, barriers) captured in index columns or notes.
• I/O List alignment: channel types (AI/AO/DI/DO), card slots, scanning rates, scaling, and ranges match; spare channel policy applied.
• Alarm & Trip Schedule link: setpoints, priorities, texts, latching/reset behavior reflected or referenced in index where required.
• C&E Matrix / SIF Register: SIF/SIL identifiers present for IPF/SIS tags; shutdown level and safe state noted where applicable.

Signals & I/O Mapping

• Signal type captured (4–20 mA/HART, FF, pulse, RTD/TC, discrete/NAMUR, relay) with proper I/O type and card specification (isolated/non-isolated).
• Scaling and engineering range recorded; square-rooting location defined (transmitter vs DCS); LRV/URV values verified against datasheets.
• Redundancy and voting (if any) referenced; median select or 2oo3 indicated for SIF sensors in index notes or SIF link column.

Device Specification & Materials

• Make/model or spec code recorded; vendor doc references populated (datasheet number/rev); spare parts strategy noted if required.
• Wetted parts and body materials correct for process (corrosion/H₂S/sour/chlorides); trim rating and elastomers compatible with temperature/chemistry.
• Process connection size/rating matches line class; tapping details and impulse lines reflected via hook-up references.

Process Data & Ranges

• Operating/normal, alarm/trip, and design limits captured or referenced; ranges appropriate to service with margin from normal.
• Accuracy/turndown meet control/protection needs; damping/filtering rules captured for noisy services (flow, level, furnace draft).
• Setpoints (if applicable) align with Alarm & Trip Schedule; unit consistency checked (kPa/bar/psig, °C/°F, Nm³/h vs Sm³/h).

Hazardous Area, Certification & Enclosures

• Zone/Division and Gas Group/Temperature Class correct per Area Classification; EPL/Protection type (Ex d/e/i/n/px/py) specified where applicable.
• Ingress protection (IP/NEMA) and ambient temperature rating meet outdoor/service conditions; UV/paint/coating requirements for offshore/coastal noted.
• Barriers/isolators/firestopping requirements captured via interconnection references; earthing/bonding philosophy noted for shields/armour.

Hook-ups, JBs, Wiring & Cables

• Hook-up drawing numbers present; impulse/heat tracing/bleed arrangements referenced; manifold type recorded if applicable.
• JB/Panel IDs and terminal numbers filled; spare cores treatment and shield bonding location (field/JB/system) stated.
• Cable IDs linked to Cable Schedule; gland type/entry rating match hazardous/IP requirements; route separations respected (power vs signals vs F&G vs FO).

Packages & Interfaces

• Package instruments identified (compressor/turbine/boiler skids, analyzers); ownership and interface type (hardwired vs serial/Ethernet) captured.
• Signal lists match vendor datasheets; mapping of vendor alarms/trips into ICSS defined; fail-on-loss behavior documented.

Testing, QA & Lifecycle

• Calibration interval/class noted; factory certs traceable; proof/PST requirements tagged for SIF final elements and MOVs if applicable.
• FAT/SAT/loop check references present; acceptance criteria and test forms identified for each instrument/loop.
• Spare strategy and criticality identified; hot spares for key transmitters/detectors per philosophy where required.

Data Integrity & Formatting

• No duplicate tags; mandatory fields complete; consistent units/decimal places; controlled use of “TBD”.
• Formulas/links in the working file validated; hidden filters cleared; export/print area and page breaks set for issue.
• Revision history and change log updated with rationale and impacts; confidentiality/footer correct; transmittal list aligned.

Notes, Attachments & Final Polish

• Open items/assumptions listed with owners & dates; vendor data gaps highlighted and tracked to closure.
• Attachments referenced with document numbers/revisions (datasheets, hook-ups, loop/interconnections, vendor lists, cable schedule).
• Grammar/consistency check complete; abbreviations legend included; sample tag/loop legends if required.
• Sanity scan: each tag traceable to a source within 60 seconds; conflicts with P&IDs/loops/I-O list resolved.
